Network Development Plan 2040/2045 (2027)

On 30 June 2026, the four German transmission system operators (TSOs) 50Hertz, Amprion, TenneT Germany and TransnetBW submitted their scenario framework draft for the Network Development Plan (NDP) Electricity 2040/2045, Version 2027, to the Federal Network Agency (BNetzA).

The BNetzA is expected to conduct the public consultation on the scenario framework draft in September 2026 and subsequently approve it. The assumptions set out therein will then form the binding basis for the TSOs' market and grid calculations for the NDP 2040/2045 (2027).

    The scenario framework forms the basis for the next NDP Electricity. It describes key assumptions about how electricity generation, electricity consumption, flexibility requirements and the European electricity market may develop in the coming years. 

    The current draft comprises three scenario pathways for the target years 2040 and 2045 towards achieving climate neutrality by 2045. They reflect the range of probable developments of the electricity system in Germany and Europe. Compared to the previous scenario framework for the NDP 2037/2045 (2025), the assumptions are more closely aligned with current developments while also building on existing grid development planning.

    A particular focus is placed on the further developed cooperation between the TSOs and the gas transmission network operators and hydrogen transport network operators (FNB/WTNB). For the first time, the draft includes Scenario Pathway B as a jointly agreed development pathway, reflecting the growing importance of integrated infrastructure planning.
